在国际社会中确立的发展权已是当前国际法中的一般法律原则,然而人们对发展的含义仍然存在不同的认识,存在着由片面强调取得经济增长的经济发展观向追求社会经济、政治、文化和环境各个方面综合发展的全面发展观的变迁。这种变迁是人们随着社会、经济、文化、政治的客观发展而对发展含义的认识不断深化的结果。相应地,发展观的变迁也影响着实现发展权的国内机制和国际机制,并使之发生相应的转变,即在发展进程中,必须充分尊重和实现这一进程中所有个人和人民享有的各项基本权利,发挥国际经济领域、国际环境和人权保护领域内各层次的国际规范的综合作用。
