党的十六大提出了全面建设小康社会的历史任务———到2020年中国经济将比2000年翻两番。十六届三中全会又及时提出了全面、协调、可持续的科学发展观和“五个统筹”的战略思想。刚刚结束的十六届五中全会进一步明确提出,要在“十一五”末实现单位GDP的能耗水平比“十五”末下降20%。在这样的战略部署下,能源问题引起社会各界广泛关注,即中国的能源基础能否支撑中国经济的长远发展目标?中国能否保证能源可持续供应及国家整体的能源安全?公共财政政策在促进能源可持续发展中处于什么地位,应发挥什么作用?这是我们应当深入思考、认真解决的重要问题。正是基于这样的现实考虑,财政部财政科学研究所成立了以贾康所长、苏明副所长担任课题组负责人的“可持续能源财税政策研究”课题组,课题组主要成员包括:傅志华、包全永、韩凤芹、王宏利、牟岩。本专辑即为此研究项目的阶段性研究成果。
The 16th CPC National Congress proposed the historic task of building an overall well-to-do society. By 2020 China’s economy will quadruple that of 2000. The Third Plenary Session of the 16th CPC Central Committee promptly put forth a comprehensive, coordinated and sustainable scientific concept of development and the strategic thinking of “five overall plans.” The just-concluded Fifth Plenary Session of the 16th Central Committee of the Communist Party of China further pointed out clearly that it is necessary to achieve a 20% reduction in energy consumption per unit of GDP at the end of the “Eleventh Five-Year Plan” period from the end of the “Tenth Five-Year Plan”. Under such strategic deployment, the issue of energy has drawn wide attention from all sectors of society. Can China’s energy base support the long-term development goal of China’s economy? Can China guarantee the sustainable energy supply and the overall national energy security? What role should we play in the sustainable development of energy? This is an important issue that we should think deeply and conscientiously solve. It is precisely based on such considerations, the Ministry of Finance Institute of Finance set up a Jiakang director, Su Ming, deputy director of Task Force as the head of the “sustainable energy tax policy research” task force, task force key members include: Fu Zhihua , Including all Yong, Han Fengqin, Wang Hongli, Mou Yan. This album is the stage of the research project research results.
