在法律责任和财政支持这两个层面上,政府都没尽到责任2010年10月10日,时值第16个世界精神卫生日,两个民间公益组织“精神病与社会观察”和“深圳衡平机构”发布了4万余字的《中国精神病收治制度法律分析报告》,该报告认为,我国精神病医学中存在诸多混乱现象,特别是精神卫生诊疗机构(也就是俗称的精神病院)正沦为报复和打压的工具,还指出了资源配置错位正造成对公众的危害。比如:
