各位代表:受省政府委托,我向大会报告吉林省2002年国民经济和社会发展计划执行情况与2003年计划草案,请予审议,并请省政协各位委员提出意见。一、2002年计划执行情况按照省人大九届五次会议确定的目标和任务,在省委的正确领导下,全省各地各部门围绕推进和实现跨越式发展,坚持“高效益、广就业、可持续”方针,全面实施“科教兴省、开放带动、县域突破、人才兴业”战略,积极推进工业化、信息化、城市化和经济国际化,加大各项改革和经济结构调整力度,落实国家扩大内需方针和各项政策,努力扩大投资、消费和出口需求,抓住经济增长的关键环节,注意解决经济运行中的突出矛盾,国民经济保持了持续快速健康发展。预计全年国内生产总值实现2243亿元,比上年增长(以下简称增长)9.5%,高于年度
