毛泽东在1939年10月发表的《<共产党人>发刊词》中,首次把党的建设称之为“伟大工程”。1994年9月召开的党的十四届四中全会,又一次把党的建设作为“新的伟大工程”提到全党面前。把一个什么样的执政党带入21世纪?这是以江泽民为核心的党的第三代领导集体,在努力推进党的新的伟大工程时,十分注意思考和解决的一个根本问题。邓小平曾经指出,必须把我们党建设成为有战斗力的马克思主义政党,成为领导全国人民进行社会主义物质文明和精神文明建设
