一个国家发行的邮票,要想题材广泛、丰富多彩。而且有条理、有计划,第一位的是邮票选题的谋划与确定。接下来,才是如何设计好、印制好。中华人民共和国建国之后,邮政总局与邮票发行局一直非常重视邮票的选题工作。经常主动去征求中共中央宣传部、文化部、中国科学院、美术家协会、对外友协等有关部门的意见。有关部门与各方专家也不断提出一些建议。
