应急管理工作的核心是“一案三制”建设,其中应急预案建设是应急管理工作的重要内容。一部科学合理、高效实用的应急预案,包含和体现了应急管理体制、机制和法制的内涵与要求,是各级政府、部门和单位应对突发事件的处置依据,在实战中发挥着重要指导作用。针对目前预案编制和管理工作中存在的一些问题和不足,本人通过长期工作实践,总结归纳了一些认识和体会。
The core of emergency management is the construction of “one case, three systems”, of which emergency plan construction is an important part of emergency management. A scientific, reasonable, efficient and practical contingency plan contains and reflects the connotation and requirements of the emergency management system, mechanism and legal system. It is the basis for the government, departments and units at all levels in handling emergencies and plays an important role in actual combat effect. In view of some problems and deficiencies in the preparation and management of the current plan, I summed up some understandings and experiences through long-term practice.
