本文在分析全国固体废物进口许可证管理现状的基础上,根据国家环保总局和国家海关总署领导签署的合作备忘录,研究提出了以计算机数据库和计算机广域网为技术平台,以现代化通信技术为手段,在现有中国电子口岸计算机网络和国家环保总局废物登记管理中心数据库的基础上,实现双方的计算机联网;实现数据的双向传输,实现全国各海关固体废物进口许可证联网管理系统。
Based on the analysis of the status quo of the management of the import license of solid waste in the country and based on the memorandum of cooperation signed by the leadership of the State Environmental Protection Administration and the State General Administration of Customs, this paper studies and proposes a technology platform based on the computer database and the computer wide area network and the modern communication technology. On the basis of the existing database of China’s electronic port computer network and the State Environmental Protection Administration’s waste registration and management center, the two sides realized computer networking; realized the bidirectional data transmission and realized the network management system of solid waste import licenses across the country.
