海上油田安装工程,是油田开发的重要阶段。本文通过对麦德默公司组织机构与管理职能特点的分析,论述了海上施工工期短,海况复杂,施工中存在着潜在的困难和极大的风险,如果能根据海上施工的特点和现有的设备能力,通过合理地设置组织机构,以行之有效的管理职能,自上而下地对工程进行统一的指挥和管理,不但可以提高海上作业效率,减少成本开支,而且还可以降低海上施工风险程度,按期完成施工作业,为正式投产创造有利条件。
