外教市场为何如此混乱?

  The mixed up of kinds of people in foreign teacher group and training institution cannot stop the strong pursue for foreign teachers. Besides the psychology of “worshiping foreign things”, what are other reasons for this phenomenon?
  无论是外教还是培训机构的鱼龙混杂,都难挡大家对外教的强烈热捧。造成这一现象的原因除了“崇洋”心理外,还有哪些原因呢?

  The statistics show that, the English test-training market has formed an industrial chain at the fastest speed from learning New Concept English in primary and middle school, learning CET-4 and CET-6 in college and learning TOEFL, IELTS and GRE before going abroad. Until 2011, the market value of China’s English training industry has reached over 30 billion RMB. There are 300 million English consumers at home and more than 50000 training institutions.
  数据显示,从上中小学开始学习新概念英语,到上大学去培训机构报读四六级英语考试辅导班,再到出国前攻读托福、雅思、GRE,英语应试培训的市场以最快的速度形成了产业链。截至2011年,中国英语培训产业市值超过300亿元。中国有近3亿人的庞大英语消费群体,英语培训机构总数量超过5万家。
  In recent years, foreign teacher English training course is becoming more and more popular and the sales volume of it is increasing steadily. The statistics show that, there are more than 100000 foreign English teachers in the training institutions in China. From first-tier cities like Beijing, Shanghai and Guangzhou to second-tier cities are all can see foreign teachers. The huge market requirement brings infinite business opportunities and let many illegal training intermediaries and training institutions focus their eyes on this profitable market. However, the number of good and qualified foreign teachers is limited and cannot meet the demand of market and it is of difficulty, high cost and complicated process to hire professional foreign teachers. Obviously, to hire overseas students and ordinary foreigners can save lots of money. So the training market tries to “save cost” from foreign teachers, and their past history, background and comprehensive qualities are covered by profits, which causes many hidden risks.
  近年来,外教英语培训课程越来越受欢迎,销售值也稳步提升。据统计,目前中国国内各个培训机构拥有的英语外教教师已经超过10万人次,从北京、上海、广州等一线城市,甚至到许多二线城市的小县城里,都可以看到外教们的身影。如此庞大的市场需求带来了无限的商机,让许多非法的培训中介和培训机构都盯上了外教市场这一块肥肉。然而,优秀的具有专业资质的外籍教师数量有限,远远不能满足市场需求,并且聘请专业外教难度大、成本高、程序复杂。显然,聘请外国留学生、普通老外则省钱得多。于是培训市场便在外教身上“偷工减料”,而至于这些外国人的来历、背景、综合素养则被利益掩盖,带来了许多潜在的危机。

  Many English training institutes have good environment and top grade decorations of bright glass screen door, colorful and soft sofa and roomy and comfortable teaching condition. Even though it costs a lot, many parents still choose foreign teachers for the best studying environment and the hope of their children having a bright future.   明亮的玻璃幕门、色彩艳丽的柔软沙发,宽敞舒适的教学环境,不少英语培训机构环境优良、装修高档。收费虽然十分高昂,但是许多家长为了给孩子提供最好的学习环境,纷纷怀着望子成龙的心情,选择了外教。
  Many adults who have English trainings think that the pronunciations of teachers of the schools are not standard and the teaching philosophies are comparatively traditional. So people who have the ability are more willing to learn from foreigners, after all their pronunciations are authentic.
  In the interview of the reporter, there were many parents of students who think much of foreign teachers. Many parents hire foreign teachers for their children, think that it is safe and trendy, but in the process of hiring foreign teachers, they often forget to check the qualifications of training organizations and foreign teachers, creating the soils to breed for many unqualified training organizations.
  很多家长和参加英语培训的成人都认为,学校里老师的发音不够标准,教学理念也比较传统。有能力的话还是愿意和外国人学英语,毕竟纯正一些。
  在记者的采访中,对外教高看一眼的学生父母不在少数。许多家长跟风给孩子请外教,觉得这样才保险,才洋气,而请外教的过程中却常常忽视了对培训机构和外教资质的查验,给许多不合格的培训机构创造了滋生的土壤。
  The lack of supervision and investigation
  缺监管,少审查
  There is such a large market of trainings and education, but few people place emphasis on the problem of hiring foreign teachers.
  “The criminal information of foreign teachers is difficult to be found by training organizations, and whether to hire them or not are mainly based on their resumes and the situation of interview.” A recruiter of foreign teachers of an English trainings organization of Nanjing said, the qualities of foreign teachers were different, the institutions could only employ them according to regulations, and get more feedbacks from students to lower the risk.
  如此庞大的培训和教育市场,外教聘请问题却鲜少有人关注。
  “外教在本国违法犯罪的信息,聘用机构很难发现,主要是根据他们的简历和面试情况来决定是否聘用。”南京一家英语培训机构的外教招聘专员说,外教的素质确实参差不齐,聘用单位只能严格按规定履行聘用手续,并多向学生了解外教表现,才能降低各种风险。
  According to the Regulations of Application for Foreign Experts Working Permit in China, if institutions without permission of hiring foreign cultural and educational experts employ foreign cultural and educational experts and foreign teachers, specialized departments of foreign experts management at civic and provincial levels will conduct investigation and punishments on them together with public security departments and departments which are in charge of the industry. However, if we look into the domestic market of trainings, we will find that there are blind points in the investigations of educational backgrounds, backgrounds and criminal records of foreigners to some extent.   Some institutions do not have strict investigations when they hire foreign teachers and many investigating rules do not have any practical effect. Especially for the market of foreign teachers, almost any foreigner who speaks English can go to the platform, with a serious situation of resume fraud. As long as a foreigner is not wanted by the International Criminal Police Organization and does not have a record of serious crimes, his/her criminal information in native countries will not be shared with the exit-entry systems of other countries. Once they enter successfully, it is very difficult for recruiting institutions to find information on the aspect.
  根据《外国专家来华工作许可办理规定》,凡没有获得聘请外国文教专家单位资格认可的单位,若擅自聘请外国文教专家及外籍教师,省市外国专家归口管理部门将联同公安部门、行业主管部门进行查处。但纵观国内培训市场,外籍人员的学历、背景、有无犯罪记录等重要条件的审核在一定程度上存在盲区。
  一些机构在聘用外籍人员时对其简历审核不严,对于外籍人员求职过程中的诸多审查条款形同虚设。尤其是外教市场,几乎是讲英语的外国人就能上讲台,简历造假严重。外籍人员只要没被国际刑警通缉或者有重大案件记录,他在本国的违法犯罪信息,一般不会与他国出入境系统共享。一旦合法入境后,聘用机构很难审查到这方面的信息。

  From the perspective of Xia Bing, Director of State Administration of Foreign Experts Affairs Dept. of Cultural and Educational Experts, a great cause of the problem of foreign teachers is the contradiction between demand and supply. While accepting the interview of International Herald Leader, he said: "at present, the domestic market sees the demand for foreign teachers of about 100000 people, but in our management systems, there are only 30000 foreign cultural and educational experts who have expert certificates, and there is a great gap." In addition, most of the traditional thinking of China for foreign teachers is that they should first be "native white people from English-speaking countries", which enlarges the gap between demand and supply. In addition, there are not enough publicity of Chinese laws and policies, resulting in “An evil member of the herd” of the group of foreign teachers.
  在中国国家外国专家教科文卫专家司司长夏兵看来,外教出现问题的一个很大原因是需求与供给之间的矛盾。在接受《国际先驱导报》采访时,他表示“目前,我国市场上对外教的需求大约有10万人次,但是在我们的管理系统当中,持外国专家证的文教类专家只有三万多,缺口很大。”再加上中国对外籍教师的理解定式大部分是外教首先要“从母语是英语的国家来的、原出生地的非有色人种”,这更加拉大了需求和供给之间的差距。此外,对外关于中国相关法律政策宣传不够等等,致使外教群体中出现了“害群之马”。
  It is said that aiming at the recent chaos of the foreign teacher market of Beijing, Beijing Municipal Bureau of Human Resources and Society Security, Foreign Affairs Office of the People’s Government of Beijing Municipality and Beijing Municipal Commission of Education released Notice on further strengthening the work of hiring foreign foreigners of Beijing, which elaborates the requirements and qualifications for foreigners to work in Beijing, and requires an improvement of the entering standards of foreign teachers.
  The market of foreign teachers is facing a new rectification.
  据悉,近日针对北京培训市场的外教乱象,北京市人力社保局、市外事办、市教委联合发布的《关于进一步加强北京市外籍人员聘用工作的通知》,其中,对外籍人员来京工作的条件、资格进行了明确,同时要求提高外籍教师准入标准。
  外教市场正经历着一场新的整顿。
