目前,基层有些党员干部对巡视工作的认识还比较模糊,认为巡视工作是中央和省级的事情,基层只是单纯的被动接受监督,巡视和基层关系不大,甚至算不上是基层的工作。这种片面看法直接影响基层参与和深入开展巡视工作。《巡视工作条例》明确规定了省委巡视组是监督者,县四套班子及其成员特别是“一把手”是被监督者,在法定职责上两者应该是“平分秋色”的,所以,巡视工作和县级关系十分密切,基层很有必要对巡视工作进行再思考再认识。
At present, some Party members and cadres at the grassroots level have still a vague understanding of the inspection work. They think that inspection work is a matter of the central and provincial levels. The grassroots level is simply passive and subject to supervision. The inspection and grassroots level relations are not significant and are not even grass-roots work. This one-sided view directly affects grass-roots participation and further inspections. The “inspection work regulations” clearly stipulates that the inspection team of the provincial party committee is the supervisor, and the four teams and their members in the county, especially the “top leaders”, are the supervisors. In statutory duties, the two should be “equal shares” Therefore, the inspection work and the county-level relations are very close, it is necessary for the grass-roots inspection work to re-think again.
