财政部部长项怀诚在九届全国人大三次会议上指出,今年中央财政预算的安排突出了5个方面。 1、继续加强基础设施建设。为了保证前2年国债资金已安排的基础设施项目尽快建成并发挥效益,需要继续增加投入。中央财政预算共安排基本建设投资893亿元(含补助地方支出)。 2、大力支持国有企业的改革与发展。中央财政预算安排企业技术改造资金及贴息165亿元(含补助地方支出)。
Minister of Finance Xiang Huai-cheng pointed out at the Third Session of the Ninth National People’s Congress that arrangements for the central budget this year have highlighted five aspects. 1, continue to strengthen infrastructure construction. In order to ensure that infrastructure projects scheduled for the first two years of treasury bonds have been completed and brought into effect as soon as possible, we need to continue to increase our investment. The central budget allocated a total of 89.3 billion yuan of capital construction investment (including subsidies to local expenditures). 2, strongly support the reform and development of state-owned enterprises. The central government budgetary arrangements for technological transformation of enterprises and discounted interest of 16.5 billion yuan (including subsidies to local expenditures).
