在我们刚刚跨入1996年的时候,民政厅在汕尾市召开这次全省老区工作会议,十分及时。今年是“九五”计划的开局之年,也是实施省八届人大常委会关于进一步扶持革命老区发展经济的决议的开始之年,应该对全省老区建设工作有个新的部署。老区是一个特殊的概念。在革命战争年代,这些地方的群众为革命的胜利作出过重大的贡献,解放后,这些地方由于历史和自然条件等原因,还比较贫穷落后,需要政府和社会采取一些特殊措施给予扶持,帮助他们发展起来,逐步赶上发达地区的水平。所以老区工作突出的主题是“扶持”两个字。省七届人大二次会议、八届人大二次会议的两个议案,也是强调要扶持老区。这次会议的主题就是研究和部署如何扶持老区,我认为抓这个主题是对的,刚才卢窝权副厅长作了
