曾经有人戏言,中国有一对被人们关注得最多、议论得最多(包括骂得最多)的难兄难弟,那就是足球与电影。在过去的95年里,电影的体制改革和产业发展依然在曲折中蹒跚前行。尽管出现了少量的叫好的作品,但总体上平庸之作依然占了较大的比重。不少电影人普遍认为有不少问题亟待解决。一、我国电影的制片、发行、放映机制已严重阻碍了电影生产力的发展。多头管理导致制片与放映的脱节,层层盘剥的发行又使制片厂的投资始终得不到合理的回报,拍的越多,赔的越多。不少制片厂供出卖厂标维持,有的已濒临破产。二、电影工作者对电影有价值观念认识不一。怎样理解和体现“主旋律”?怎样理解“为观众拍片”?怎样理解艺术与金钱的关系?不少人认为目前中国电影应当走“大制作、大
