“2000年人人享有卫生保健”是WHO提出的全球性宏伟目标,而“构建一个功能明确,结构合理,层次协调,高效运行的卫生体制,充分调动和发挥广大医疗卫生人员的主动创造精神,以适应社会主义市场经济体制和健康模式的转变,直接面向人群开展初级卫生保健和综合性防治工作”,是我国社会主义卫生体制改革的具体目标和要求,要实现这些目标,合理配置卫生资源,尤其是人才资源,是重要的保证。
“Health care for everyone in 2000” is the global ambitious goal put forward by the WHO, and “the construction of a health system with clear functions, reasonable structure, coordinated levels, and efficient operation will fully mobilize and bring into play the active creation spirit of medical and health personnel.” In order to adapt to the changes in the socialist market economic system and the healthy model, direct implementation of primary health care and comprehensive prevention and treatment for the population is the specific goal and requirement of the reform of the socialist health system in China.
