本文阐述了煤炭开采引起的地表沉降的发生机理,分析了地表沉陷可能对当地居民造成的生命、财产损失,解释了国家有关法规如何保证土地资源得到充分的保护。作者结合当下较成熟的采矿新技术提出采用因地制宜、统筹兼顾的策略来保护矿区的生态环境和矿区居民的利益。
This paper describes the mechanism of surface subsidence caused by coal mining, analyzes the possible loss of life and property caused by surface subsidence, and explains how the relevant state laws and regulations can ensure the adequate protection of land resources. In combination with the more mature new mining technologies, the author proposes to adopt the strategy of adjusting measures to local conditions and taking all factors into consideration to protect the ecological environment and the interests of the residents in the mining area.
