1月10日政治挂帅是一切工作的灵魂,整社工作也毫不例外。关于作业区的划分,初看起来是个比較簡單的工作,但实际并不然。公社建立之后,由于戶多、地大、面广,我們又沒有經驗,所以基本上以原来小社为單位划分了十六个作业区。經过几个月来实踐証明,这样領导力量分散,有碍于农牧并重、全面發展。比如,十五作业区牧場較大、本区使用不了,十六作业区的牧場却不够用;十六作业区要到十五作业区牧場放牧,十五作业区常常强調摟柴草而加以阻碍。这一方面說明作业区划分上有問題,另方面也反映出某些干部存在着本位主义思想。因此,在整社中要适当地划分作业区,使之更适合于生产發展的需要,必然会触及某些干部的本位主义思想和担心自己
