Dong Yanyu was appointed magistrate of the place named Shangdi in the State of Zhao.
One day, Dong Yanyu found a deep rift in Shiyi Moutain. The rift was hundreds of meters deep and looked like being cut by the ax of the God. People standing by the rift edge and looking into it could not see its bottom and thus found it very scary.
Dong Yanyu asked local people: “Has anyone fallen into the rift before?” He was answered with “no”.
Dong Yanyu continued to ask: “Are there any young, stupid, deaf, blind or insane people that have fallen into it?” He still had “no” as the answer.
Dong Yanyu did not want to give up and continued to ask: “So did it swell any livestock?”“No” was all he could hear.
Dong Yanyu asked for the reason. Local people answered: “This rift was very dangerous. Those falling into it have no chance to survive. People approaching it are very careful. Even animals did not make one more step even they were meters away from the rift.”
Dong Yanyu sighed and said: “I found the way of governance – I should stipulate strict laws and implement them sternly. The legal system is like this deep rift, scaring people away from violating it.”
