党的十四届四中全会通过的《中共中央关于加强党的建设几个重大问题的决定》(以下简称《决定》)以及1994年10月和1995年11月中央召开的两次全国农村基层组织建设工作会议,对加强和改进党的基层组织建设提出了一系列指导方针和工作要求。全国各地按照改革的要求,结合本地实际创造性地贯彻落实中央的精神,出了不少好经验。对其中影响比较大的一些作法应当用马克思主义建党理论实事求是地加以分析论证,是十分必要的,以保障农村改革的顺利进行。
The “Decision of the Central Committee of the Communist Party of China on Several Important Issues for Strengthening Party Building” (the “Decision”) adopted by the Fourth Plenary Session of the 14th Central Committee of the Party and two national rural grassroots units held by the Central Government in October 1994 and November 1995 The meeting on organizational construction put forward a series of guidelines and work requirements for strengthening and improving the party’s grassroots organizations. Throughout the country, a great deal of good experience has been put forth in accordance with the requirements of the reform and creatively implementing the spirit of the Central Committee in light of the actual situation on the ground. Some of the more influential ones should be analyzed and argued in the light of facts by using the Marxist party building theory, which is very necessary to ensure the smooth progress of rural reform.
