一、当前的经济困境是全面的、多层次的自1988年9月党的十三届三中全会以来的半年间,我们在治理经济环境、整顿经济秩序方面取得了一定成绩。但是,目前的形势依然比较严峻,其突出标志就是1989年一季度的物价水平又在去年12月末的基础上上涨了7.7%。这种趋势表明,中央关于1989年物价上涨要明显低于去年的承诺有落空之虞。
First, the current economic dilemma is comprehensive and multi-layered. In the six months since the Third Plenary Session of the 13th CPC Central Committee held in September 1988, we have made some achievements in managing the economic environment and rectifying the economic order. However, the current situation is still grim. The highlight is that the price level in the first quarter of 1989 rose by 7.7% on the basis of the end of December last year. This trend shows that there is a risk that the Central Government will significantly lower its price hike in 1989 than last year’s promises.
