民族地区始终把发展经济、振兴财政放在首要位置,不断探索振兴财政的路子,并取得一定成效。但民族地区贫困县普遍存在财源枯竭、收入不稳、投入无力、支出剧增、包袱沉重等严重局面。财政困难非但没有缓解,反而日益加剧,与发达地区的差距越来越大,严重制约着经济和各项社会事业的发展,甚至危及社会安定。如何摆脱民族地区贫困县的财政困境,已成为全社会关注的热点和重要向题。
The ethnic areas have always placed the development of economy and the promotion of finance at the top of the list. They have been continuously exploring the path of rejuvenating the economy and have achieved some success. However, poverty-stricken counties in minority areas are generally experiencing such serious problems as depletion of resources, unstable income, weak input, sharp increase in expenditures, heavy burden and so on. The financial difficulties have not only been alleviated, but have been aggravating day by day. The gap with developed regions has become increasingly large, seriously hampering the development of the economy and various social undertakings, and even endangering social stability. How to get rid of the financial difficulties of poverty-stricken counties in minority areas has become a hot topic and an important issue for the entire society.
