1992年10月11日,秦皇岛打鱼船冲出国门,奔向远洋,实现了几十年来走向世界的宏图大愿。为了发展外向型经济,河北省秦皇岛海洋渔业总公司在上级顿导的热情支持和广大船员的热烈拥护下,经多方筹集资金,仅仅经过一年多的时间,建造成1000马力、500吨级的渔轮8艘,为远洋船队首先奠立了物质基础。140名远洋船员全部经过专家教授和本公司科技人员的培训,完全适应了远洋生产的要求,进一步为组建远洋船队储备了人才。船队前往生产作业的渔场选择在西非。西非渔场的经济鱼类繁多,如带鱼、金枪鱼等。
