采用文献资料法和经济学分析方法对高等院校体育设施属性进行界定,将高等院校作为体育设施的提供者,将体育设施的定价视作高等院校理性决策的结果。提升学生身体素质是高等院校的重要教育职责。高等院校提供多样化体育设施是学生课余时间锻炼身体、参加体育活动的重要保障。作为高等教育的提供者,高等院校承担增强学生体质的公益性职责;作为体育设施所有者,高等院校承担管理、运营、养护相关设施的经营职责。科学的体育设施使用价格既需满足在校生体育运动需要,又需满足体育设施养护、经营的需求。因此,如何对高等院校体育设施进行科学定价,才能使其有效发挥上述职责,是本研究的重要内容。基于上述前提,采用经济学最优化的方法在理论上证明了为何会有免费的体育设施以及如何实施具有可操作性的体育设施定价方式等结论,并佐以相关证明。
By means of literature review and economic analysis, the properties of PE facilities in colleges and universities are defined. Colleges and universities are regarded as the providers of sports facilities. The pricing of sports facilities is regarded as the result of rational decision-making in higher education institutions. To improve the physical quality of students is an important educational responsibility of colleges and universities. The provision of diversified sports facilities by colleges and universities is an important guarantee for students to exercise after school hours and participate in sports activities. As the provider of higher education, colleges and universities assume the public welfare duties of strengthening the students’ constitution. As the owners of sports facilities, colleges and universities assume the responsibilities of management, operation and maintenance of related facilities. The price of scientific sports facilities not only need to meet the needs of students in sports, but also to meet the needs of sports facilities conservation and management. Therefore, how to price the sports facilities of colleges and universities scientifically in order to enable them to effectively perform the above-mentioned duties is an important part of this study. Based on the above premise, using economic optimization method in theory to prove why there is free sports facilities and how to implement feasible sports facilities pricing and other conclusions, combined with the relevant evidence.
