自中央军委提出下大力气抓好基层工作以来,各级领导和机关干部经常深入连队,按照军委正式颁发的《军队基层建设纲要》的要求做了大量工作。但是,同样都是抓基层工作,“抓”出来的效果却大相径庭。可总结的经验教训虽然很多,但最突出的一点是“基层在领导眼里究竟是什么”。是把基层当作“田园”来苦心耕耘,还是当成展览个人的“橱窗”来装饰,反映在工作作风和工作方法上就会大不相同,效果自然也很不一样。
Since the Central Military Commission proposed making great efforts to grassroots work, leaders and organs and cadres at all levels have often in-depth company visits and done a great deal of work in accordance with the requirements of the “Outline for Army Grassroots Construction” officially promulgated by the Central Military Commission. However, the same efforts are all directed at grasping grass-roots work and the effects of “grasping” it out vary widely. Although there are many lessons to be learned, the most prominent point is “what is the grassroots in the eyes of the leadership?” It is different from the work style and working method that the grassroots are painstakingly cultivated as “Pastorals” or decorated as “show windows” of individual exhibitions. The effect is naturally quite different.
