为贯彻落实党的十六大关于加强法制宣传教育、青少年思想道德建设及国务院关于在中小学生中普遍开展预防艾滋病、预防毒品和环境保护教育的要求,进一步加强中小学生毒品预防教育工作,国家禁毒委员会、中央社会治安综合治理委员会办公室、教育部、共青团中央决定,从2003年春季开始,在小学五年级至高中二年级全面开展毒品预防主题教育。现将有关事项通知如下:
In order to implement the requirements of the 16th National Party Congress on strengthening publicity and education in the legal system, ideological and ethical development of young people, and the State Council’s general education on HIV prevention, drug prevention, and environmental protection among elementary and middle school students, efforts have been made to further strengthen drug education for primary and middle school students. The committee, the office of the Central Social Security Comprehensive Governance Committee, the Ministry of Education, and the Central Committee of the Communist Youth League decided that starting from the spring of 2003, education on the subject of drug prevention will be fully implemented from the fifth grade of primary school to the second grade of senior high school. The relevant matters are hereby notified as follows:
