阜阳市地处安徽西部,淮河北岸,颍,泉,茨和茨淮新河四大水系流经其境。由于地理位置特殊,降水时空分布不均,水旱自然灾害交替发生。回顾40年来水利建设实践,我们认识到抓农业不抓水利不行,并确立了“理清水系,旱涝兼治,主攻灌溉,系统配套”的治水指导思想。自1990年以来阜阳市围绕“两高一优”农业这个主题,因地制宜,分类指导,科学规划,动员40多万名劳力苦战4个冬春,开挖疏浚大中小沟5413条,修筑和恢复干支斗农渠910
Fuyang City is located in western Anhui Province, the north bank of the Huaihe River, Ying, Quan, C and Xinhua River flows through its four major rivers. Due to the special geographical location, uneven distribution of precipitation in time and space, natural disasters like flood and water alternate.
