去年全国水利经济工作会议后,我们结合山东的实际提出了“一头两翼,两带一区”的发展水利经济的总体思路,通过一年来的实践,水利经济发展取得了明显成效。1994年全省各项政策性收费达4.43亿元,城镇供水工程发展到66处,供水9.1亿立方米,多种经营总产值41.6亿元,利税4.7亿元,分别比上年增长40.5％和37.6％。我省思路的产生及实施情况是:
