事业单位是有中国特色的一种组织,国外虽有承担公共职能的类似组织,但因法律传统不一,如今绝大多数国家均有专门法律对其加以定位。从20世纪80年代以来,我国一直强调事业单位改革的必要性与迫切性,目前中国事业单位改革情境到底如何?本文欲从中央政策与法律出发,对中国事业单位体制改革过程进行梳理,为当下“改革向纵深方向发展”之事业单位变造提供参考。
Institutions are an organization with Chinese characteristics. Although there are similar foreign organizations undertaking public functions, due to their different legal traditions, most countries nowadays have their own laws that position them. Since the 1980s, our country has always stressed the necessity and urgency of the institution reform. At present, what is the reform situation of the institution in our country? From the perspective of the central policies and laws, the paper sorts out the institutional reform of the institutions in China, “Reform to develop in depth direction ” of institutions to provide reference for the transformation.
