我国财权管理存在着分散、分割的情况,造成财政分配的困难。无论从理论、历史,还是从国内外现实情况来看,统一财权都是非常必要的。在明确统一财权总体目标与指导思想的基础上,完成其基本与必要任务,实施财权机构整合,完善相关配套措施,实现我国财权管理的真正统一。
The management of property rights in our country is fragmented and fragmented, resulting in difficulties in financial allocation. Whether from the theory, history, or from the reality at home and abroad, the unification of financial power is very necessary. On the basis of clearly defining the overall objectives and guidelines for the consolidation of financial power, we will accomplish its basic and necessary tasks, integrate fiscal institutions, improve relevant supporting measures and realize the true unification of our country’s financial management.
