第一章 总则 第一条(目的和依据) 为了加强对本市导游人员的管理,保障旅游者和导游人员的合法权益,维护旅游市场秩序,促进旅游业的发展,根据国务院《导游人员管理条例》(以下简称《条例》)及其他有关法律、法规,结合本市实际情况,制定本办法。 第二条(定义) 本办法所称的导游人员,是指依法取得导游执业资格,接受旅行社、导游服务公司或者景区(点)单位委派,为旅游者提供向导、讲解及相关旅游服务的人员。 第三条(适用范围) 本办法适用于在本市范围内导游人员的执业资格取得、执业活动及其管理。
Chapter I General Provisions Article 1 (Purpose and Basis) In order to strengthen the management of tourist guides in this Municipality, safeguard the lawful rights and interests of tourists and tour guides, safeguard the order of tourist markets and promote the development of tourism, according to the Regulations of the State Council on the Management of Tour Guides, (Hereinafter referred to as “Regulations”) and other relevant laws and regulations, with the actual situation in the city, the development of these Measures. Article 2 (Definition) The term “tour guides” as mentioned in the present Measures refers to those qualified as tour guides by law and accepted by travel agencies, tour guide service companies or scenic spots (spots) units to provide guides, explanations and related travel services to tourists. Article 3 (Scope of Application) This set of measures shall apply to the acquisition of qualified practitioners, practicing activities and their management of tour guides within the scope of this Municipality.
