公路是国家重要的公益性基础设施,需要巨额资金投资建设,但资金不足长期困扰着我国公路建设事业的发展。为解决资金来源问题,国家先后出台了多项政策,除加大政府投入外,还积极运用市场机制,多渠道、多层次、多形式、多元化筹集建设资金,逐步形成了“政府投资、地方筹资、社会融资、利用外资”的投融资体制。其中利用外资这一方式虽然所占比重甚小,但其规模逐年增大,同时通过国家政策的积极引导,公路交通业将成为对外资具有吸引力的重要市场。
