6月20日,为贯彻国家九部委下发的《关于调整住房供应结构稳定住房价格意见的通知》,深圳国土资源与房地产管理局拟定的《深圳市贯彻落实九部委《意见》的实施细则》(以下简称《深圳细则》),正式向社会颁布。“90平方米以下住宅占商品房总量的70%按照单一项目进行评定,未占70%的未开工项目全部调整规划”、“购买90平方米以上住宅,首付不低于三成;90平方米以下,首付仍为二成”、“全市每年土地出让净收益的10%用于公共租赁住房(含廉租住房)建设”,可以归结为《深圳细则》的三大重点。此外,《深圳细则》规定对购买住房不足5年转手交易的,销售时按其取得的售房收入全额征收营业税;加大对闲置土地的处置力度。《深圳细则》各项条款完全按照国家九部委下发的《意见》执行,并没有适度放宽条件之处,主要针对每个条款,指定了相应的责任监督单位,并明确了执行时间。据报道,深圳市国土资源和房产管理局有关负责人表示“:《深圳细则》可用一句话来概括,那就是严格贯彻《意见》精神。”
