The fundamental purpose of strengthening and innovating social management is to safeguard social order, promote social harmony, ensure that people live and work in peace and contentment, and create a favorable social environment for the development of the party and the cause of our country. To comprehensively strengthen the construction of a government under the rule of law is a revolutionary change in our party’s governing state affairs from idea to approach and is of epoch-making significance. How to achieve the organic unity of the rule of law and the government and the improvement of social management innovation? The judicial administrative system in Tianjin has made useful explorations in strengthening the legal work and steadily improving the scientific and standardized social management.
