建立宁夏内陆开放型经济试验区、设立银川综合保税区,是党中央交给宁夏的一项重大战略任务,也是自治区党委、政府贯彻党的十八大和自治区第十一次党代会精神,建设和谐富裕新宁夏、与全国同步进入全面小康社会的战略举措。切实改进工作,化解不和谐因素,为“两区”建设凝心聚力,是宣传思想文化战线的一项十分紧迫的政治任务。
