贫困村班子综合素质亟待提高我们从围场111个贫困村中,选择了7个典型的班子进行了一次调查研究。发现村班子综合素质差,缺乏真正能带领群众脱贫治富的本领,是这些村长期难以摆脱贫困的重要原因,具体表现在这么3个方面。7个贫困村班子成员平均年龄48岁,支部书记平均年龄52岁,分别比全县平均数高出2.4岁和6.4岁。年龄偏高,思维惰性,对脱贫致富奔小康失去信心,既使村里各项工作能勉强开展,也只是凭老经验平推,抓不住重点;还有的根本就没有干事业的意识,只是混日子。如1994年春季落选的半截塔镇张家营村的原班子。从1982年至1993年在任12年
