1987年3月1日至3月4日,受国家计委、国家教委和中国科学院等领导部门委托,召开了对中国科学院化学所和北京大学化学系联合申请的“北京分子动态光谱及稳态结构实验室”的论证会议。到会专家组审查了上述两单位提交的论证材料,参观了有关实验室,听取了备课题组的工作情况报告。经过认真讨论,一致认为发展并加强科研单位和高等院校的横向联合是符合中央科技体制改革的决定的,建立北京分子动态和稳态结构实验室是有条件的,也是必要的。这是我国第一个通过论证的国家级联合实验室。
March 1, 1987 to March 4, commissioned by the State Planning Commission, the State Education Commission and the Chinese Academy of Sciences and other departments entrusted, held a joint application of the Chinese Academy of Sciences and Peking University Department of Chemistry, “Beijing molecular dynamic spectroscopy and steady state Structural Laboratory ”argument conference. At the meeting, the expert group reviewed the material submitted by the two units, visited the laboratories and listened to the report on the work of the preparatory task group. After serious discussion, it was unanimously agreed that the development and strengthening of horizontal unification of scientific research institutes and institutions of higher learning are in line with the decision of the reform of the scientific and technological system of the central government. It is conditional and necessary that the establishment of Beijing molecular dynamics and steady-state structure laboratory be established. This is the first national joint laboratory that has passed the demonstration in our country.
