靖边县位于陕西省北部,毛乌素沙漠南缘,无定河、洛河、延河的上游。总土地面积4974km~2,有26个乡镇,196个行政村,19.3万人。地貌分北部风沙滩地,中部梁峁涧地、南部丘陵沟壑三个类型区。全县气候干燥,降雨量少,地势高寒。过去,植被稀疏,沙化严重,风暴频繁,沙丘遍布,沟壑纵横,水蚀风蚀剧烈,年输沙总量5660万吨,加上广种薄收,滥垦滥牧,耕作粗放,以及交通闭塞,文化落后,长期以来处于低产贫困状态。 一、成绩显著
