黄河三角洲开发区的农牧渔业开发和石油工业的发展关键在于水资源，作者经过实地察勘，收集了大量的资料，在此基础上对开发区内的地下水、地表水、客水（包括黄河和其他河流）等水资源现状分别进行了分析，结果表明，开发区内各种水资源占当地水资源总量的比例分别为：地下水3．1％，当地地表水4．3％，内河客水3．5％，黄河水89．1％，可见黄河水在开发区水资源总量中占主导地位。另外，本文还对开发区2000、2010年的水资源总量进行了预测。
The key to the development of agriculture, animal husbandry and fishery in the Yellow River Delta Development Zone and the development of the petroleum industry lie in water resources.
