氯气具有杀菌、消毒功能,因其价格低廉,投加方便,技术成熟,被广泛应用于各行各业,尤其在自来水行业中占据重要地位。同时,作为一种有毒气体,氯气对人体眼睛和呼吸道系统的粘膜有极强的刺激性,会导致肺内发生淤血和水肿。近年来,国内氯气泄漏事故频频发生,一次事故少则造成几人中毒,多则造成数十人甚至上百人中毒,不仅对人民的生命安全造成严重威胁,而且直接影响当地正常的生产、生活秩序和社会安全。
