自改革开放以来,我国住宅建设规模之大在世界上首屈一指,连续10年,每年城乡住宅建设量都在8～9亿平方米,去年仅城镇住宅建设投资就达3207亿元,建成住宅2.7亿平方米,但从整体上讲是粗放性经营,质量不理想,需要我们下大功夫改进和提高。为此,建设部自1989年开始在全国抓了城市住宅小区建设试点的工作。在完成的试点小区中,环境质量、工程质量、功能质量和生活质量都有很大的提高,为我国住宅建设起到了样板
