实施背景三峡工程是中国长江三峡集团公司和中国长江电力股份有限公司的立足之本、发展之基、效益之源。“十二五”期间,三峡电厂已经明确提出“创建国际一流水电厂,努力建设‘三型一化’(本质安全型、资源节约型、环境友好型,智能化)电站,致力于成为世界水电运行管理引领者”的宏伟目标。新的目标要求三峡电厂必须持续建设以“管理先进、指标领先、环境友好、运行和谐”为基本特征的国际一流水电厂,进一步完善精益生产管理方式,提升安全管理、技术管理、设备管理三大核心业务,不断提高管理水平,使枢纽运行更安全、生产管理更流畅、效益发挥更充分。
