农村公路硬化主要是指公路中的县道、乡道以及村道中经上级政府部门进行立项审批,同时按照国家的公路工程技术标准进行设计修建,且通过相关部门验收的公路。农村公路相比较国道、省道而言,具有里程短、等级低、分布面广的特点,在我国公路里程中占据着重大比例,是我国公路网络的最重要组成部分,是为广大的农民服务的基础性设施,是农村百姓出行、农产品运输物流的重要载体。
