刘开基同志主管山西农业工作多年,十分重视水土保持工作,他既重视宏观决策、方针政策的制定,又对业务技术精益求精,兴趣很浓,钻得很深、很具体,思想从不保守。山西省不少水土保持技术上的改革创新大都是在开基同志的直接关怀和大力支持下,经过试验研究,逐步推广开来的。我们应向开基同志学习,热爱水土保持事业,在社会主义市场经济新形势下,解放思想、积极探索,开创水保事业的新局面。
