加强档案法制化建设,是适应新时期档案工作发展的新形势,推动档案事业协调、可持续发展的重要保证。为此,我们根据省人民政府第244号令《湖南省规范行政裁量权办法》的要求,依据《档案法》、《档案法实施办法》、《湖南省档案管理条例》等法律法规有关规定,结合全省档案工作实际,制定了《湖南省档案行政处罚裁量权基准》(以下简称《基准》),经省人民政府法制办审查,并报省人民政府统一登记,在全省实施。
Strengthening archives legal system construction is an important guarantee to adapt to the new situation of archives development in the new period and to promote the coordinated and sustainable development of archives. To this end, in accordance with the requirements of Provincial People’s Government Decree No. 244 “Rules for Regulating Administrative Discretion in Hunan Province” and in accordance with the relevant provisions of laws and regulations such as the “Archives Law”, the “Measures for the Implementation of the Archives Law” and the “Hunan Provincial Archives Management Regulations” The actual work of archives in the whole province has formulated the Benchmark for Discretionary Power of File Disciplinary Sanctions in Hunan Province (hereinafter referred to as “Benchmark”), reviewed by the Legislative Affairs Office of Provincial People’s Government, and submitted to the provincial people’s government for unified registration and implemented throughout the province.
