本文通过用统计学方法以及静态博弈分析工具,对2011年和2012年消毒产品案件与罚金案例进行分析,结果发现2012年较2011年违法案件数量没有明显改观,并且反而在多省份出现违法案件数量随平均罚款额增加而增加的相悖现象。静态博弈作为分析工具可以在一定程度上解释违法案件数量与罚金数量存在悖论的原因,政府在对相关医疗机构进行监管时,也应综合考虑罚款金额、医疗机构收益和相应违法概率等因素,从而减少违法案件的发生。
By using statistical methods and static game analysis tools, this paper analyzes the cases of disinfection products and fines in 2011 and 2012 and found that the number of illegal cases in 2012 was not significantly changed from that in 2011, and instead the number of illegal cases in many provinces increased As the average penalty increases with the increase of the opposite phenomenon. Static game as an analytical tool can explain the paradox of the number of illegal cases and the amount of fines to a certain extent.
