根据有关地形、地质资料及估算分析。建议要点:(1)在长江支流大宁河上游,财神庙山垭处建水头为360m 的蓄能电站,抽取三峡库水(水位145 m )至上库(水位505 m );(2)开挖隧洞(长20 km + 40 km )穿大巴山,入汉江支流堵河;(3)利用堵河自流入丹江口水库(还可梯级开发);(4)再利用已有的陶岔引水闸并适当扩建中线总干渠,输水入黄河及华北、京、津等地。
