最近,国家经贸委主任王忠禹发布第4号令,颁 布《国家技术创新项目计划管理办法》。据悉,制定此办法的目的在于在市场经济条件下,使国家技术创新项目计划的管理更加规范化。 《国家技术创新项目计划》是我国科技计划的主体计划之一,是在国家财政和金融部门的支持下,引导和吸收企业和社会力量,增强企业技术创新能力的国家计划。该计划由国家经贸委组织编制,其中包括技术开发、工业性试验、新技术推广应用示范、高技术产业化、技术中心建设和新产品试产等内容。
Recently, Wang Zhongyu, director of the State Economic and Trade Commission, issued Order No. 4, promulgating the “Measures for the Administration of National Technological Innovation Project Plans.” It is learned that the purpose of formulating this approach is to standardize the management of the national technological innovation project plan in a market economy. The “National Technology Innovation Project Plan” is one of the major projects of China’s science and technology plan and is a national plan to guide and absorb enterprises and social forces and enhance the technological innovation capability of enterprises with the support of the state finance and financial departments. The plan is compiled by the State Economic and Trade Commission, which includes technology development, industrial experiments, new technology popularization and application demonstration, high-tech industrialization, technology center construction and trial production of new products.
