党的十三届七中全会的《建议》和全国人大七届四次会议通过的《纲要》提出:要把水利作为国民经济的基础产业,放在重要战略地位。这说明:把水利摆上国民经济基础产业的位置是全党和全国人民的意志。产业结构不合理是我国经济中存在的深层次问题。完善和贯彻国家的产业政策,调整产业结构是提高宏观经济效益的重要环节,它直接关系到我国第二步战略目标的实现和下世纪初叶的经济振兴。在十年规划和“八五”计划中提出把水利列入基础产业和基础设施地位,充分反映加强水利基础的重要性和紧迫性。
The “Proposal” of the Seventh Plenary Session of the Thirteenth Central Committee and the “Outline” adopted by the Fourth Session of the Seventh National People’s Congress put forward the proposal that water conservancy should be placed in an important strategic position as a basic industry of the national economy. This shows that laying the water conservancy into the basic industries of the national economy is the will of the entire Party and the people throughout the country. The irrational industrial structure is a deep-seated problem in our economy. Improving and implementing the industrial policies of the country and adjusting the industrial structure are an important part of improving the macroeconomic efficiency. It is directly related to the realization of the second-phase strategic goal of our country and the economic revival of the first half of the next century. In the 10-year plan and the “Eighth Five-Year Plan”, it was proposed to include water conservancy in the basic industries and infrastructures, fully reflecting the importance and urgency of strengthening the water conservancy foundation.
