几十年来,在党的卫生工作方针政策指引下,经过广大医疗卫生人员的努力,我县农村卫生事业发生了显著变化。建立了农村三级医疗卫生保健网,推行乡村一体化办医,一支能防能治的医疗卫生队伍基本形成,初步改变了农村缺医少药的局面。但是,从总体上讲,农村卫生事业同社会经济比较,同人民群众日益增长的医疗卫生服务需要比较,仍有较大差距。因此,在深化改革、扩大开放的新形势下,卫生部门应当抓住当前的有利时机,加快改革步伐,发展卫生事业。 要在宏观加强、微观搞活的原则下,全面总结实施院长负责制和综合目标管理责任制的改革经验,使广大职工真正成为单位的主人,使乡镇卫生院真正拥有人事安排权、经营开发
Over the past decades, under the guidance of the Party’s health work guidelines and policies, through the efforts of medical and health personnel, the county’s rural health undertakings have undergone significant changes. The establishment of a three-tier medical and health care network in rural areas, the implementation of rural integrated medical services, and the formation of a medical and health team capable of preventing and eliminating diseases have initially changed the situation in rural areas that lacks medical care and medicine. However, as a whole, compared with the social economy, there is still a big gap between the rural health undertakings and the people’s growing medical and health service needs. Therefore, under the new situation of deepening reforms and expanding opening up, the health sector should seize the current favorable opportunity to speed up the pace of reforms and develop health care. Under the principle of macro-enhancement and micro-environmentalization, we must comprehensively summarize and implement the reform experience of the president responsibility system and the comprehensive target management responsibility system so that the vast number of employees will truly become the masters of the unit, so that the township hospitals will truly have the right to arranging personnel and operate.
