县级计划是我国国家计划中的最低一级的综合计划,即基层综合计划。它是我国国民经济和社会发展计划的重要组成部分,是编制国家计划的基础,同时,又是县级政府综合经济计划管理部门,担负落实、检查计划执行情况的任务。因此,县级计划工作的改革必须深化,力量必须加强,素质必须提高。当前,经济体制改革不断深入,经济的迅速发展及经济结构的不断变化,使县级计划工作出现新情况,面临新问题,遇到新困难。这些主要是:
